Allow file:// links or local pathing to Documents

This way I can reference documents I need to work on which are on my local device rather than in the cloud.

Let’s say my document is in my personal folder; then I want to be able to reference it like this:

file://C:/Documents/Work/personal-file.pdf

or

C:/Documents/Work/personal-file.pdf

Either it works using file:// or a local path straight away to have an application (like a PDF-Reader or explorer.exe for folders) decide how to open the file or folder.
